PROBLEM TO BE SOLVED: To provide a communication device and a communication system capable of reducing a communication load. SOLUTION: This device comprises a transmitting means transmitting predetermined data requesting transmission of response data at regular intervals; a factor detection means detecting a factor increasing and decreasing the risk of collision of an own vehicle; and a frequency changing means changing the frequency of transmitting the predetermined data based on the factor detected by the factor detection means. According to the frequency determined by the frequency changing means, the transmission of the predetermined data requesting transmission of response data is performed from the transmitting means.
