PROBLEM TO BE SOLVED: To determine a road in the unusual congestion state, and to inform a driver of the state. SOLUTION: The difference between a value acquired by expressing numerically the present congestion state of each road link and a value acquired by expressing numerically a past congestion state is calculated (step S50), and a road link in the furthermore congested state than usual and a road link in the furthermore uncrowded state than usual are determined based on the calculation result, to inform the driver of the determination result (step S70).
