<P>PROBLEM TO BE SOLVED: To disclose a technique to provide randomized signal transformation and/or its applications. <P>SOLUTION: More specifically, a signal (e.g., an audio signal, an image signal, or a video signal) is transformed by applying a randomly-selected basis function to the signal.
