<p><P>PROBLEM TO BE SOLVED: To provide a means capable of obtaining a sufficient amount of product sand from surplus soil even in the case that the content of sand in the surplus soil is small, and further a means capable of obtaining a sufficient amount of the product sand accompanied by desired particle distribution. <P>SOLUTION: In a product sand manufacture plant 1, the surplus soil containing bulky objects such as rocks, concrete wastes and asphalt wastes, natural sand and soil produced in a building construction site, or the like, is conveyed to a material sorting device 2, and foreign matters such as iron scraps and wood in the surplus soil are removed. The surplus soil from which the foreign matters are removed is conveyed to a roller mill 4, and bulky objects in the surplus soil are crushed and turned to crushed sand. The surplus soil containing the natural sand, the crushed sand and the soil is conveyed to a sieving device 6 and classified into composite sand accompanied by the desired particle distribution, coarse grains and fine grains. The composite sand is sent to a washing device 8, washed with water and turned to the product sand.
