PROBLEM TO BE SOLVED: To provide a method for manufacturing an inexpensive ND filter with which the ND filter whose density is continuously changed can be manufactured without necessitating a mask or a mask holding mechanism, and to provide a light quantity control diaphragm and a camera having the light quantity control diaphragm. SOLUTION: The method for manufacturing the ND filter with which the ND filter having gradation density distribution is film-formed by sticking light shielding material reaching a base plate from a vapor deposition source or a target to the base plate includes a step for preparing the base plate 1 formed of transparent and soft film and having a base plate surface comprising a curved surface as the base plate, and a step for film-forming a light shielding film 4 by continuously changing an angle that the light shielding material reaches the base plate surface from the vapor deposition source or the target by using the base plate 1.
