PROBLEM TO BE SOLVED: To provide an economical and practical vibration control device for effectively acting on both micro-vibration and vibration in a big earthquake. SOLUTION: This vibration control device has vertically arranged horizontal members 2 and 2 arranged on a floor or a beam of a structure, a base frame 1 having upright columns 3 and 3 for connecting the respective horizontal members 2 and 2, an arm 4 rotatably supporting one end in the vertical direction by the upright columns 3 via a rotary shaft 5, a weight 6 movably arranged along the arm 4 by a weight moving tool 8 attached to the arm 4, a first spring 9 arranged between the lower side horizontal member 2 and the arm 4 via a spring installing metal fitting 15 in a state of being deflected in advance, a second spring 10 oppositely arranged to the first spring 9 between the arm 4 and the upper side horizontal member 2 via the spring installing metal fitting 15 in a state of being deflected in advance, a viscoelastic damper 11 arranged in a vicinal position of the free end or the shaft support end of the arm 4 between the arm 4 and the lower side horizontal member 2 and causing damping by shearing deformation by displacement in the vertical direction, a weight fixing material 7 for positioning the weight 6 to the arm 4, and a fixing metal fitting 18.
