PROBLEM TO BE SOLVED: To securely remove only a broken bolt by a simple method. SOLUTION: First, a first circular hole 36 opened on an upper face is drilled in a bolt 54 by an electric drill. Then, a positioning bar 43 of the tool 40 is inserted into the first circular hole 36 to fix the tool 40 in this condition. The electric drill is lowered, a bit 18 passes through a through hole 42 of the tool 40, and the bit 18 is rotated as it is to drill a second circular hole 37 in the bolt 54. Consequently, a connection hole 38 like long circle communicating the first circular hole 36 with the second circular hole 37 is formed in the bolt 54. After that, a rod having the same cross sectional face as that of the connection hole 38 is inserted into the connection hole 38, and a hexagonal shaft on which the rod is fixed is rotated by an impact wrench to loosen the bolt 54 and pull it out of an anchor 55 buried into a sleeper 52.
