PROBLEM TO BE SOLVED: To provide a frequency selecting apparatus, mobile communication system and multi-band control method with which frequency resources can be effectively utilized.

SOLUTION: A radio frequency selection apparatus comprises a collection means of collecting environmental information relating to a mobile station for each frequency bandwidth according to the system frequency bandwidth available for the mobile station, and a frequency selection means for determining the frequency band to be utilized and a system to be connected, based on the environmental information and information notified from the mobile station.
