PROBLEM TO BE SOLVED: To reliably prevent a torque shock from occurring in an operation control device provided with a control mechanism for changing the valve opening/closing timing and the valve opening amount of an intake valve or an exhaust valve. SOLUTION: The operation control device for an internal combustion engine includes a transmission 60 for controlling the gear ratio, and an intake valve control mechanism for controlling the valve opening/closing timing and the valve opening amount of the intake valve 3. When the gear ratio is changed by the transmission, a target value of at least one of the valve opening/closing timing and the valve opening amount of the intake valve is changed by the intake valve control mechanism. The change amount of the valve opening/closing timing or the valve opening amount of the intake valve to be changed by the intake valve control mechanism when the gear ratio is changed by the transmission, is corrected according to the state related to the intake valve control mechanism.
