PROBLEM TO BE SOLVED: To easily realize distributed processing even among different kinds of machines when a problem that can be divided into partial problems is distributed and processed. SOLUTION: A problem solving section 111 acquires information of pieces of Othello game on a board as the problem for determining the procedure for placing the pieces on and divides the problem into the partial problems for every next possible move. A problem solving state list generating section 112 creates a partial problem solving state list from the partial problems, and stores the list into a partial problem solving state list storage section 104. An allocation determining section 113 allocates processing of the partial problems for every distributedly processing device, and supplies the allocation result and information on the partial problems to a software cell generating part 114 based on a distributedly processing device operation list stored in the distributedly processing device operation state list storage section 102, acquired and generated by a distributedly processing device operation state management section 101, and the partial problem solving state list. The software cell generating section 114 generates a software cell from the supplied partial problems, and a program required to process the problems and sends the cell to a distributedly processing device determined for each allocation.
