A received packet is stored in a reception buffer, while a state determining part determines the maximum delay fluctuation and the buffering amount of the reception buffer at the arrival of the packet. A control part decides, from a prescribed table, an optimum buffing amount associated with the maximum delay fluctuation, and further determines, from the determined buffing amount and the optimum buffing amount, an urgency of the buffing amount adjustment. A consumption amount adjusting part performs, based on the urgency, the determined buffing amount and the optimum buffing amount, waveform extension and compaction for the decoded sound data row of a current frame as decoded from the packet read from the reception buffer, thereby adjusting the consumption amount of the reproduced frame so as to prevent the reception buffer from being vacant.
