PROBLEM TO BE SOLVED: To maintain service quality by eliminating wasteful operation work in an operation system for transmitting a command of a request for a communication apparatus to the communication apparatus and returning a processing result for the command to a command transmission source. SOLUTION: Commands duplicated to commands previously transmitted are detected among a plurality of commands for communication apparatuses Ne1-Ne4, the transmission of the detected duplicate commands is suspended, and a content same as the processing result of the command previously transmitted is returned to the command transmission source of the duplicate command. The processing result of the command of the same content is returned to each of the plurality of command transmission sources, so that the wasteful operation work can be eliminated to maintain the service quality.
