PROBLEM TO BE SOLVED: To provide a program recording and reproducing apparatus capable of copying a recorded program to an externally connected recording and reproducing apparatus without placing a limit on a reproduction function of the program recording and reproducing apparatus. SOLUTION: The program recording and reproducing apparatus is configured such that a first table generating means 101c generates a weekly table for collecting time zones of reproduced dates for a week in the case of reproducing recorded program contents, a second table generating means 101e collects connection time zones of externally connected external devices 2, 6 via a connection section 111 to generate a daily table, a recognition means 101f recognizes a first time zone when program contents are not reproduced on the basis of the weekly table and a second time zone when the external devices are connected on the basis of the daily table generated by the second table generating means, and a copy transfer means 101g outputs a copy transfer instruction to the external devices for a time zone where the first and second time zones are overlapped.
