<p><P>PROBLEM TO BE SOLVED: To provide a broadcasting-content creation device at low cost enabling a question to a program without requiring a burden to a viewer and without using an exclusive TV for quickly obtaining an answer to the question. <P>SOLUTION: A channel is specified by a portable-telephone terminal 1 having a channel remote-control function, and the channel information is notified to a content server 3. The portable telephone terminal 1 transmits a question message on the basis of a message input-screen information transmitted by the content server 3. The content server 3 transmits the question message to an answerer while capturing an answer message, and generates a message for a broadcasting composed of the pair of the messages of the previous question and answer.
