<p>An input image analyzing section (7) determines a first number of insertions (NA) of frame skip according to the frame-to-frame variation (VA). A frame target number-of-bits setting section (6) determines a second number of insertions (NB) of frame skip according to the frame-to-frame variation (VA) and a tentatively determined target number of bits. According to the determined first and second numbers of insertions (NA, NB), a frame skip insertion feasibility information (SK) is set, and the skip of one frame of coding by encoding means (10) is controlled depending on the frame skip insertion feasibility information. For example, if the tentatively determined target number of bits is below a predetermined value and if the frame-to-frame variation (VA) is a second threshold or more, frame skip is carried out. If the frame-to-frame variation (VA) is below the second threshold and equal to or above a first threshold, the number of bits is increased. With this constitution, for a frame-to-frame variation of image, allocation of the number of bit and skip of encoding can be adequately carried out, and the quality of image can be maintained.</p> |
