Muting a frequency modulated receiver in the absence of a message or in unacceptable noise conditions by receiving a signal, converting the signal into a stream of digital samples, converting the digital samples into in-phase and quadrature components, determining the difference in power between adjacent samples, averaging the differences, and operating the receiver mute on the basis of the averaged power difference.
