PROBLEM TO BE SOLVED: To provide a method which enables the uniform deposition of resin particulates on the inner wall surface of a capillary having an inner diameter of approximately 0.2 mm-5 mm, heating, fusion and cooling of these particulates to cover the inner wall surface of the capillary with the resin. SOLUTION: In a heater driving device 20, a strut 23 is stood on a boss 22 of a base 21, a rail 24 is made to meet to the strut 23, a lateral beam 26 is laid on an upper end 25 of such a strut 23, a driving mechanism 29 constituted by combining a motor 27 and a decelerator 28 is placed on the lateral beam 26 and a vertically standing ball screw 30 is rotated/driven by the driving mechanism 29. In the device, a lower end 31 of the ball screw 30 is supported by a support 32 extending from the strut 23, a slider 34 is mounted to a nut 33 combined with the ball screw 30 by thread-bonding, a ring-like heater 36 is mounted to the end 35 of the slider 34 and the ring-like heater 36 can be lifted as arrow C by rotating the ball screw 30 by the driving mechanism 29.
