PROBLEM TO BE SOLVED: To provide a hydrothermal oxidation apparatus capable of efficiently performing switching of supply lines of a waste liquid and a combustion improving agent in a short period of time and in a stable state, and to provide a method for operating the same. SOLUTION: The hydrothermal oxidation apparatus is equipped with a reactor for performing oxidation reaction in the presence of high temperature high pressure water, a first tank for containing the waste liquid or the waste liquid and water, a first supply line for supplying the waste liquid to the reactor from the first tank, a second tank for containing the combustion improving agent used for previously raising the temperature of the reactor to a temperature necessary for the oxidation reaction, and a second supply line for supplying the combustion improving agent to the reactor from the second tank, wherein a circulation line for returning the waste liquid or the combustion improving agent to the first or second tank is provided in at least one of the first and second supply lines.
