PROBLEM TO BE SOLVED: To provide a settlement measuring device and a measuring method of a railway track capable of settlement measurement of a track bed and a roadbed in the static state wherein a vehicle does not pass and settlement measurement of a rail in the dynamic state at the vehicle passing time by a simple procedure. SOLUTION: This device comprises a target 20 fixed to the rail 53 or a sleeper 52, and a rod 30 with a gage installed penetratingly into the track bed 51 so as to cross the target 20.
