PROBLEM TO BE SOLVED: To provide an apparatus and a process for manufacturing a homogeneously mixed mixed Brown's gas. SOLUTION: Manufacturing apparatus 10 involves Brown's gas feed means 13, mixing vessel 11 capable of containing volatile liquid organic compound 17 in it and mixed Brown's gas discharge means 14. Partition 12 is installed inside of the mixing vessel in a state to be submerged in the volatile liquid organic compound. The partition has fine holes for ventilation with a diameter small enough not to allow bubbles to go through. On the surface of the bottom side of the partition, an aggregate of independent bubbles is formed and the aggregate turns to be a merged body of the bubbles as Brown's gas bubbles are fed. The merged body is collapsed by itself and becomes larger and passes through the fine holes for ventilation of the partition. Fine bubble 18f is formed on the surface of the top side of the partition. The manufacturing process comprises forming a merged body of bubbles, collapsing it by itself to form a larger bubble at the partition, passing the bubble through the fine holes for ventilation of the partition and collecting the liberated mixed gas.
