PROBLEM TO BE SOLVED: To provide a fine recessed part working apparatus and a fine recessed part working method, with which the fine recessed part can be precisely formed to the inner peripheral surface of a circular hole and also, the reduction of a working cost can be realized. SOLUTION: In the recessed part working apparatus for forming the fine recessed part on the inner peripheral surface Ba in a cylinder bore B, this apparatus is provided with; a main spindle 3; a holder 10 which is coaxially fitted to the main spindle 2 and is integrally rotated and can be shifted in the axial direction; a working roller 11 which is provided with fine recessed and projected parts on the outer peripheral part; an arm 12 which is arranged in the holder 10 and rotatively supports the working roller 11 around the roller axis so as to be parallel to the main spindle 3; and a compressed coil spring 20 which pushes the fine recessed and projected parts in the working roller 11 against the inner peripheral surface Ba of the bore B matching the center axis to the rotating shaft L of the holder 10 by giving the load in the radial direction of the working roller 11 to this arm 12.
