PROBLEM TO BE SOLVED: To provide a shock absorber for transportation storage cask having raised safety by suppressing low the performance variation of shock absorber with temperature variation, and to provide its manufacturing method and a transportation cask and its manufacturing method. SOLUTION: The invention is characterized in that wood with average water content of 8% or less is charged inside a cylindrical steel cover in the shock absorber for fuel transportation storage cask covering both ends of a cylindrical cask containing fuel. The characteristic of the manufacturing method of the shock absorber for the fuel transportation storage cask is to charge the wood in the cylindrical steel cover after drying treatment for the average water content of the wood to 3% or less.
