<p><P>PROBLEM TO BE SOLVED: To provide a locking device for a seat belt capable of fixing a webbing in a secured state with a simpler structure. <P>SOLUTION: A through anchor 1 comprises a body section 5 and a cam-like roller 11 on which the webbing 2 is hung. The cam-like roller 11 is guided and supported movably between a separation position and a close position to the body section 5. In the separation position, the cam-like roller 11 turns freely according to a movement of the webbing 2.
