<P>PROBLEM TO BE SOLVED: To improve the detection accuracy and the reliability of detection results. <P>SOLUTION: An iris candidate detecting part 34 detects the respective iris centers of respective iris candidates of a right eye and a left eye based on the respective image data of the right eye and the left eye extracted by a right eye/left eye extracting part 33, and a Purkinje-image detecting part 35 detects the central positions of the respective Purkinje images of the right eye and the left eye. A vector calculating part 36 calculates a right eye vector v<SB>rij</SB>and a left eye vector v<SB>lpq</SB>for respective right eye and left eye. A similarity determining part 37 determines the similarity of the position states of the respective eye balls of the right eye and the left eye relative to a plurality of right eye vectors v<SB>rij</SB>and left eye vectors v<SB>lpq</SB>respectively.
