PROBLEM TO BE SOLVED: To provide a technology of meeting the requirements of consistency with conditional access system of existing digital broadcast systems, when a mobile terminal which is compatible with television broadcast reception descrambles a scrambled program and views / records the descrambled program. SOLUTION: In a program reservation system disclosed herein, a digital broadcast reception fixed terminal (DTV receiver) includes a means of mailing a work key used for generating a scramble key by to a mobile TV, and the mobile TV includes: a means of using the work key to generate a scramble key and descrambling a scramble program; and a means of transmitting charging request mail to the DTV receiver when a viewing / recording program is a pay program, and the DTV receiver includes a means of receiving the charging request mail to carry out charging processing, and even the mobile TV can realize the conditional access with high consistency with the DTV receiver.
