PROBLEM TO BE SOLVED: To obtain an emulsifier/dispersant used for a waste-plastic-containing liquid fuel and being capable of converting waste plastics into a liquid fuel by a relatively simple production process in order to recycle the waste plastics into the fuel. SOLUTION: This emulsifier/dispersant for the liquid fuel is the one for obtaining the liquid fuel obtained by emulsifying or dispersing a molten mixture of waste plastics and a fuel oil and water, wherein the emulsifier/dispersant is a mixture of (A) an anionic surfactant and (B) a nonionic surfactant having an HLB of 5 to 18, and the (A)/(B) ratio is 1/20 to 20/1 by mass.
