PROBLEM TO BE SOLVED: To provide an over-bend forming die capable of forming a product of a predetermined shape with high accuracy by bending a plate-like work at the angle of a predetermined value according to the shape of the product to be formed with a simple configuration, and easily adjustable. SOLUTION: The forming die has a punch 7 and a die 8, and a flange 2 is formed on a side edge of a web 3 by bending a plate-like work W. The flange 2 is over-bent at or over the predetermined angleαaccording to the shape of a rail 1 to form the rail 1 having the flange 2 at the predetermined angleα. The die 8 comprises a bending die 10 to bend the plate-like work W first, an over-bend die 11 to bend the flange 2 at the angleβover the predetermined angleα, and a die base 12 which supports the bending die 10 and the over-bend die 11 and is moved in the direction of the over-bend.
