PROBLEM TO BE SOLVED: To provide a seal member for preventing the outflow of grout between a pile and a sleeve, which can bear high grout pressure, and which enables the setting of a large difference in diameter between the pile and the sleeve. SOLUTION: A seal material 11, which is equipped with a seal part 11B elastically deformed so as to permit the penetration of the pile 2, is provided on the inner periphery of a short cylinder-shaped base ring 12 for being fitted into a jacket 1, and a reinforcing hanging material 13 is provided in such a manner as to be connected to the upside, with respect to the seal material 11, of the base ring 12, and the inner peripheral side of the seal material 11 to each other.
