Disclosed are a nonaqueous electrolyte solution for batteries having excellent safety, and a highly safe nonaqueous electrolyte battery using such a nonaqueous electrolyte solution. Specifically, the nonaqueous electrolyte solution for batteries is characterized by containing a phosphine oxide compound having a P-F bond and/or a P-NH2 bond in a molecule and a supporting salt. The nonaqueous electrolyte battery comprises such a nonaqueous electrolyte solution, a positive electrode and a negative electrode.
