PROBLEM TO BE SOLVED: To easily regulate a driving system when a film roll is changed, and set and change a sheet pitch. SOLUTION: A molding drum 2 and a sealing drum 5 are independently driven. Speed of a molding drum drive motor 13 and a sealing drum drive motor 14 is determined based on a pulse signal from an encoder 22 independently provided from the driving systems of the drums, lot information and a mark position signal from a mark sensor 23 to synchronously control the respective drive motors. In addition, a reference position on the side of a pocket film 3 is specified, and a displacement in registration mark position from the reference position is detected.
