SOLUTION: Various data related with office work business to be performed by a local public group are inputted (a step S8701), the office work business to be performed by the local public group is analyzed with a predetermined reference (a step S8702), various data for analyzing the personal type of each staff are inputted (a step S8703), the personality type of each staff is analyzed with the predetermined reference (a step S8704), and placement of personnel associated with each office work business is decided (a step S8705).
