PROBLEM TO BE SOLVED: To provide an apparatus which cools an integrated circuit(IC) chip 1 with liquid 2 circulating by a self force without a noise and without needing electric power. SOLUTION: The apparatus for cooling the integrated circuit chip 1 uses a liquid floating principal in a coordinate system of the earth and is realized by a structure where (5,a metal tank B) is above (3, a metal tank A) as shown in the drawing.
