PROBLEM TO BE SOLVED: To provide a development device, an image forming apparatus, and an image forming system for appropriately preventing deterioration in the image quality. SOLUTION: The development device is equipped with a developer carrier to carry a liquid developer, a rotatable developer supply member to supply the liquid developer to the developer carrier, and a developer housing body to house the liquid developer, and the device develops a latent image, carried by the image carrier with the liquid developer carried by the developer carrier. The developer supply member, in a partially exposed state, is immersed in the liquid developer housed in the developer housing body. The development device is equipped with a rotatable first developer supply roller and a second developer supply roller, to supply the liquid developer to the developer supply member.
