PROBLEM TO BE SOLVED: To provide a system which generates less rust/scale by improving a PH value of circulating water in a pipeline of various closing systems circulating water such as air conditioning cooling/warming water, or a fire extinction pipeline to a hydrant or a sprinkler. SOLUTION: In this system, a pump 11 for circulating water is disposed in pipelines 11a, b. A first branching pipe 11x is provided on a discharge side pipeline of the pump 11, and a second branching pipe 11y is provided on a suction side pipeline of the pump. Furthermore, the system is equipped with an inlet pipe part 90a allowing the circulating water to flow in from the first branching pipe 11x, a PH maintenance device 90 putting the inflow water into an electrolytic cell 91 provided with both positive and negative electrodes 92, 94, generating ionized water by the impressed electric field between the electrodes, and controlling the inflow water to reach a desired PH value, an outlet pipe part 90b allowing the generated ionic water to flow out to the second branching pipe 11y and returning to the facility, and a means for automatically and effectively performing rust prevention by ionic water/inverse electrodes in the electrolytic cell, and scale deposition or removal by water channel change by connecting the PH maintenance device 90 using an ionic water generating electrolytic cell for performing rust prevention/scale deposition prevention to the pipeline.
