A simplified three-dimensional ground-foundation information creation section (104) of a map creation device (100) uses a three-dimensional ground-foundation object representing a three-dimensional shape of ground foundation to create a simplified three-dimensional ground-foundation object having less amount of information than the three-dimensional ground-foundation object. By the use of the created simplified three-dimensional ground-foundation object, a three-dimensional ground-surface-object information creation section (105) adds height information to that two-dimensional object of a ground-surface object which represents a two-dimensional shape of a ground-surface object present on the surface of the ground foundation, and then creates that three-dimensional object of the ground-surface object which represents a three-dimensional shape of the ground-surface object. A three-dimensional map information creation section (106) creates three-dimensional map information based on the three-dimensional ground-foundation object and the object of the three-dimensional ground-surface object.
