In an information display panel where display medium (particle group or powdery fluid) is sealed between two opposing substrates at least one of which substrates is transparent and at least one of which substrate has a pair of electrodes, and information such as an image is displayed in matrix by applying an electric field from the pair of electrodes to the display medium, thereby moving the display medium, an electrode missing part is arranged in one or both of the pair of electrodes. Consequently, the information display panel is capable of lowering the driving voltage.
