PROBLEM TO BE SOLVED: To reduce the number of negotiations for communication priority of mobile stations between the mobile stations and a base station and between the base stations. SOLUTION: A radio communication system comprises a management apparatus (AA server) for managing subscriber information, the base stations (BS1, BS2), and the mobile stations MS1, MS2. The management apparatus has a management means for managing the priority correspondingly to a fixed identifier of each of the mobile stations. The mobile stations each have a transmitting means for transmitting the fixed identifier of the mobile station to the base station of a connection destination when connecting to the base station. The base station has a receiving means for receiving the fixed identifier of the mobile station from the mobile station, and an assigning means for assigning the identifier in an area corresponding to the priority of the mobile station to the mobile station on the basis of the received fixed identifier and the management information of the management means.
