PROBLEM TO BE SOLVED: To provide a developer carrier which is superior in developing durability regardless of environment and obtaining a stable image even in the case of a long term duration. SOLUTION: The developer carried is used in a developing method in which the developer is carried in layers on the developer carrier holding and transporting a one component developer, the developer carried in layers is transported to a developing region facing a latent image carrier for carrying a latent image and the latent image formed on the latent image carrier by the developer transported to the developing region is developed for visualization. The developer carrier is provided with a substrate 1 and a conductive resin covered layer 2 provided on the substrate, contains graphite 8 dispersed in the covering resin and high stiffness material 4 at≥Mohs scale 6 and when work functions of the graphite and the high stiffness material are each expressed as Wg[eV] and Wh[eV], ¾Wg-Wh¾≤2.0[eV] is satisfied.
