PROBLEM TO BE SOLVED: To provide a charging roll which has small discharge noise but is excellent in electrostatic charging. SOLUTION: The charging roll 10 has a 1st conductive elastic layer 12 provided on the core metal 11, and a 2nd conductive elastic layer 13 provided on this 1st conductive elastic layer 12. The above 1st conductive elastic layer 12 contains nitril-based rubber and conductive carbon black, and consists of a nitril-based rubber foam whose hardness is 10-50°in Asker C. The above 2nd conductive elastic layer 13 consists of epichlorohydrin system rubber, and has a surface layer treated with a surface treatment liquid containing isocyanate. When the average outer diameter d in the lengthwise direction of the above 1st conductive elastic layer 12 is represented by the average inner diameter D in the lengthwise direction of the above 2nd conductive elastic layer 13, -0.05≤D-d≤0.1(mm). Although only the ends of the 1st conductive elastic layer 12 and the 2nd conductive elastic layer 13 are connected with an adhesive, they are not connected in other areas.
