The device has a control lever (50) moving between a position where a braking unit (60) is in contact with a winding body (41) and another position where the unit is remote from the body. An attenuating unit (80) disturbs movement of the unit (60) so that return speed of the unit (60) is slowed down when the lever is moved from the latter to former position. An attenuator (81) of the unit (80) slows down return movement of the lever. The braking unit (60) is in contact with the winding body (41) to restrain rotation the body that is integrated to an electronic equipment.
