<p><P>PROBLEM TO BE SOLVED: To provide a hydraulic type transmission for an industrial vehicle, in which operation for changing on/off states of a clutch in emergency can be manually conducted easily without complicating constitution of a hydraulic circuit. <P>SOLUTION: A modulation valve (spool valve) F0 is provided with a housing F1, a valve element F3 movable in the housing F1 between an open position and a closing position to select on/off of hydraulic, and a spring f4 to resiliently energize the valve element F3 toward the constantly closing position, so that normally, the valve element F3 is moved to the opening position against resliency of the spirng F4 by pilot pressure. On the housing F1, a rod F2 to push the valve element F3 toward the opening position against resiliency of the spring F4 from the outside is supported to be capable of axially reciprocating.
