PROBLEM TO BE SOLVED: To provide a system capable of preventing unauthorized photographing on the basis of photographing restriction information set on a photographing object, or enabling photographing with a charging condition. SOLUTION: When a notice signal generator is within a communication distance at the time of photographing, a photographing device performs the determination of photographing inhibition or charging photographing, and transmits the charging information to a charging management device in the case of charging photographing, the case of transmitting the charging image to the other terminal, and the case of releasing the charging information of a charging image.
