PROBLEM TO BE SOLVED: To prevent the water hammering generated in a branch pipe (recirculation pipe) immediately after starting the operation of a feed water pump. SOLUTION: This exhaust heat recovery boiler 20 comprises a water filling device for filling the water in the recirculation pipe 25 (branch pipe) in a state that a feed water control valve 54 of an economizer feed water tube 24 is slightly opened, when the exhaust heat recovery boiler 20 is restarted after stopping the same. According to this exhaust heat recovery boiler 20, water is filled in the recirculation pipe 25 by the water filling device in a state that the feed water control valve 54 for controlling the feed water to an economizer 51 is slightly opened, when the exhaust heat recovery boiler 20 is restarted after stopping the exhaust heat recovering boiler 20.
