PROBLEM TO BE SOLVED: To provide electrostatic charge image developing toner, electrostatic charge image developer and image forming method using the same in which transfer property and cleaning property are excellent, not only a sharp high-quality image can be formed without image defect but also maintainability is extremely improved and a high-quality and high-definition color image can be stably formed. SOLUTION: Electrostatic charge image developing toner containing at least a binding resin and a coloring agent is configured so that a ratio (F/C) of fluorine atoms and carbon atoms in a resin component in the depth of <1μm from a surface of the toner and/or a ratio (Si/C) of silicon atoms and carbon atoms therein is settled within the range of 0.01-1, and that a ratio (F/C) of fluorine atoms and carbon atoms in a resin component in the depth of≥1μm from the surface of the toner and/or a ratio of silicon atoms and carbon atoms therein is 0.01 or less.
