PROBLEM TO BE SOLVED: To obtain a cleaning device that restrains toner from leaking, from the edges of both ends of a scraper. SOLUTION: A bias voltage equal to a bias voltage applied to a previous-stage detoning 42 is applied to the previous-stage scraper 44. The width 44W of the previous-stage scraper 44 is not narrower than the width of a developing area and not wider than the width 42W of the previous-stage detoning roll 42. By making the width 44W of the previous-stage scraper 44 not wider than the width 42W of the previous-stage detoning roll 42, since both ends of the previous-stage scraper 44 do not project from both ends of the previous-stage detoning roll 42, this will restrain the toner from electrostatically sticking to the edges of both the ends of the previous-stage scraper 44.
