PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of preventing the occurrence of an image defect of an interference fringe pattern without performing treatment of surface-roughening or the like even when being used to an electrophotographic apparatus for image forming using coherent light such as semiconductor laser light and forming a satisfactory image and having high performance and satisfactory electric characteristics and to provide an image forming apparatus using the photoreceptor. SOLUTION: The electrophotographic photoreceptor has an under layer containing metal compound particles and a binder resin and a photosensitive layer on a conductive substrate, wherein the under layer has≥0.05μm average roughness (Ra),≤150μm average interval (RSm) of projecting and recessed parts and≤15% both transmittance and diffuse reflectance at 780 nm.
