PROBLEM TO BE SOLVED: To survey a route capable of avoiding traffic congestion with a vehicle-mounted system by distributing information effective for route survey by a server. SOLUTION: The system comprises a traffic information data base containing traffic information, a prediction processor forming prediction traffic information based on the traffic information contained in the traffic information data base, a survey processor for surveying a plurality of routes 53 to the destination 52, calculating the predicted pass time of each link on the route 53 and acquiring the predicted traffic information of each link at the predicted pass time, and a distributed data extraction processor for extracting the predicted traffic information effective for route survey as distribution data according to specified priority orders.
