<p><P>PROBLEM TO BE SOLVED: To prevent an optical waveguide device from having a ripple in a high-frequency characteristic (S<SB>21</SB>). <P>SOLUTION: An optical waveguide 1 is equipped with a substrate main body 1 made of an electrooptic material, an optical waveguide 6, a signal electrode 4 for applying an electric signal to the optical waveguide 6, a 1st ground electrode 3A, and a 2nd ground electrode 3B.
