PROBLEM TO BE SOLVED: To provide an apparatus and a method for feeding yarn capable of providing excellent durability, efficiently and continuously feeding all types of yarn lines of which thickness and contractibility vary with constant tension to a subsequent process. SOLUTION: Tension of the yarn line 16 released from a yarn roller 14 by means of vertical winding is unwound at a short cycle before and behind the yarn line 16 during passing through a tension cushioning device. Yarn feeding speed is controlled so that variance in the tension at a long cycle detected by a tension detector 22 may meet the preset prescribed tension. Therefore, the yarn 16 can be fed to the subsequent process 18 with the constant tension all the time. Besides, a subsequent process monitor 26 is provided, therefore variance in the tension of the yarn 16 caused by operation/stop of the subsequent process 18 can be prevented, thus eliminating wasteful yarn 16 fed to the subsequent process 18 and wasteful energy consumption of the tension cushioning device 20.
