PROBLEM TO BE SOLVED: To provide a suction and exhaust device of an internal combustion engine capable of being improved for the sealing performance in an combustion chamber of the internal combustion engine, maintaining the durability of a rotary valve. SOLUTION: The suction and exhaust device is provided with a cylinder 2 having a ceiling 21, in which suction hole 24 and an exhaust hole 25 are formed at the opposite position to a suction port 51 and an exhaust port 52, and which is arranged between a cylinder block 6 and a piston 7, a rotary valve 3, which is rotatably supported between the ceiling 21 and a cylinder head 5, having a valve hole 31 to make the suction port 51 communicate with the suction hole 24 and to make the exhaust port 52 communicate with the exhaust hole 25 by the rotation with a motor 4 corresponding to the operation condition of the internal combustion engine, and a cylindrical part 22 of the cylinder 2, which is a resilient means to move the ceiling 21 to the top dead center side of the piston 7 with respect to the cylinder block 6 corresponding to the pressure generated between the cylinder 2 and the piston 7.
